I thought that ebay had changed their policy regards listing here, as well
as advertising elsewhere at the same time.
Simply because no-one could find the policy.
Is this what we've been looking for? I've highlighted it.

There is the rub.
If you don't tell eBay members it's available elsewhere then you are okay.
I certainly don't mention in my listings the other places my items, which may or may not be duplicates of the eBay listings, are available. That would be a policy breach.

I've seen listings that say things like -
"I reserve the right to finish this listing, because it's advertised elsewhere"
And no-one could find the policy regarding this, so we all assumed that
ebay had changed their policy

The pertinent word would be 'stating'. I don't state, therefore I'm not in breach. The only people in breach are probably newbies who haven't worked out the system.

It is allowed to list items elsewhere.
You just can not STATE it in your listing as that may be viewed encouraging sales off eBay.
eBay cannot enforce the exclusivity of goods available in its marketplace. It would be signficantly restricting a sellers trading. Thats not OK.

Not only not OK. it is almost assuredly a breach of the TPA. Not that that has any teeth these days if a corporation has deep pockets. Which most do, as they pay little or no tax.
