I like many sellers are annoyed with the constant array of non-paying buyers.
Although eBay does compensate final value fees (by using the unpaid item dispute process) listing fees for fixed listings are not refunded.
All buyers receive is a strike which is nothing compared to the consequences handed out for those who participate in shill bidding - no restriction on buying/selling on eBay no tutorial which buyers must complete so they understand that non-payment is unacceptable.
Perhaps if eBay fined non-paying buyers between $2-$5 every time they refused to pay it would stamp out this practice of non-payment. This would also save eBay effort and the money raised could be donated (at eBay's discretion) to benefit local charities.
I look forward to other buyer's opinions on this issue...

All my items are BIN. There is no excuse, imo, to not pay at the time of purchase.
Unless, of course, the buyer kills themself because they were driving at the time they bought the item.

Don't think required if you open unpaid item case, and buyer desn't pay after that, you get final sale value fees back, so what does a seller loose.
Ebaysays if you lodge an unpaid item claim, and a Ebayer gets 2 of them on their account, they can loose thier account.
I had issues just recently on one item, Lets face it, there are Morons in real world and there is on Ebay. Just socieity.
As for charging bidders for not paying, getting into a bit of a grey area, as when or what would critera be.

As was mentioned earlier in this thread a cart system would eliminate a lot of angst as the item would not be removed from viewing and therefore still available to purchase by someone else if the first buyer did not follow through with payment then and there.
