So, I have only used a couple of listings,and, according to my 'promotional offers' I supposedly still have 2 lots of 39 freebies left
Except today when I go to list things it says there is the $1.65 fee
This is both with items I am trying to re-list and with brand new listings
I've done the usual 'fixes' but nothing changes
Has anyone else had this?

Ok, this is what is happening to me.
Earlier I tried bulk relisting and was charged fees.
Then individually and no fees.
Later I couldn't do either without fees.
But it appears it was because I tried to bulk relist first and attempted individually immediately.
Waiting 20 mins or so after the bulk attempt the individuals are successful again without fees.
Perhaps it needs the site reset cycle after a bulk relist attempt.

Has anyone tried using the app? I know it's useless most of the time, but I relisted an item this morning and it said it was free. I then revised another item to see what happened and it also said free. I don't know what the full version is doing, but if you haven't already, try relisting in the app to see if that works.

Same happened to me, listed 20 items and was charged $1.65 for each listing. I rang eBay and they credited back the fees.

I only have the laptop
I've never ever used bulk relist so I do not think it's that, just ebay being ebay IMHO

I told them about it 3 days ago. This is such a stuff up.
On two of my accounts there is a different listing set up and those ones are free ( I think it maybe 'Advanced listing Tool' or something). On my other accounts it's just standard and there's a $1.65 fee - go figure.
I would like to change my other accounts to the advanced thingy but i can't find a way to do that.
Any ideas?
