I'm hoping for an unpaid item - as if it goes thru they can't leave feedback.
If I cancel I think they can leave feedback - which is what I don't want.
How is it that as a seller we do all the right things & end up in this situation, with a chance of having some sort of dispute or ugly comment left?

I would ring ebay again and report the buyer for using a second id to circumvent your buyer block. Often you get a customer service rep who is more helpful than others and undersatands that what this buyer has done is a serious breach of ebay policy. I would keep calling and asking to speak to a suoervisor until something is done.

They probably think that can prevent a UPI. Did they go through eBay's checkout, or just mark as payment sent?

I wouldn't send anything, regardless of whether she pays or not - not unless you're happy to give away the item, the postage, and the fees. Even if you send it reg'd you could possibly still get a neg for your efforts.
Marking as paid by bank deposit from the buyer's end won't stop you opening a UPI. I've done it myself. Buyer went through checkout to get my bank details, marked it as paid their end, nothing showed my end so I opened a case after a week or so. I was going away so couldn't leave it any longer. Buyer got my contact details from ebay but they never once emailed about it so I didn't answer the phone. If they'd emailed I would have got them to double check the account numbers.
I don't know how to stop them bypassing the blocks by opening new IDs. I had a buyer do it recently - she left bad feedback because she couldn't understand that 2 x 1/2 = 1, but it wasn't a neg.

Buyer has now changed her address - to make Ebay think she is not the same person as first buyer??
Just keeps getting better & better - not!!
