I reckon these days close to 50% of my sales go to numbskulls who treat eBay as some sort of online game and never pay for the item? Is this a common experience? Am I doing something to encourage this time wasting nonsense ? Why doesn't eBay bother making an effort to get rid of such nuisance buyers?

Given you are listing at target sell price and not getting multiple bids, change to BIN format, this eliminates the lag between clicking bid and pay now. You can then even opt for immediate payment option if you like. Eliminates the cold feet/finding cheaper option window.
Auction format is really for those items that have no predictable value or clearance type items. Buyers dont want to wait for a possible win when they are paying big money. High ticket items want convenience of buy now delivery ASAP, not a maybe purchase.

Also to help reduce the number of non-paying buyers make sure you have your buyer preferences set up to auto-block buyers who have two or more non-patment strikes in any 12-moth period. This is the strictest level available.
And when a buyer fails to pay you then after 4-days open up an Unpaid Item Dispute (UID) then after a further 4-days, if they still do not pay, then close it. Doing this gets your fees back and issues them a non-payment strike which other sellers (or yourself) will be able to make use of with the above settings.
It won't catch them all but it will reduce them.

On the account I manage for my place of employ, I've had a half-dozen non-paying bidders in the last couple of months - that's more than I've had in the ten or so years I've been a private seller!
Almost all are newbies with feedback ratings of under 10...

That sounds like very good advice thank you I understand your reasoning here and it makes sense . Several of my non paying buyers/deadbeats have actually said when chased up they bought another one instead of mine so the BIN option could very well do exactly what you say and stop them looking further for a better deal after bidding on mine.
