I'm getting quite a number of people who buy low value items then request to cancel because the voucher is not working, or they aren't paying / responding (I'm talking items $4-$6).

If you mean that it brings out buyers who are angry at being duped by ebay into spending money and then not being able to use the promised voucher, then yes, it does.

But I also feel sorry for sellers who have been caught up in the fiasco when the buyer does not pay for the item...it isn't the seller's fault.

A complete FAIL on eBay's part.

Disgruntled buyers. Sellers left in the dark with no knowledge of the coupons. eBay CS staff clueless.

at least the 'valid date' for the non-performing vouchers runs out real soon and eBay can return to some semblance of normality.

Hopefully - though I have to admit I have some concern about some of the more expensive orders. Not that I have any clue about whether those sales were bought / paid for using a voucher, but it seems some members were instructed to pay and the voucher amount would be credited back by eBay in some way, at some point. I really hope they keep that promise (and soon), otherwise it could result with a little spike in returns etc.
