Hi all,
I sold a small item last month and sent it the following day , Payment was made via paypal.
3 weeks later the buyer emailed asking where it was. however, the tracking number showed that the parcel has been delivered after a week i logded over the counter of my Post office.
The buyer has lodged a paypal claim and the sale amount has been frozen in my paypal account.
Could somebody please tell me what am i responsible for this matter??
As the tracking system has shown that the parcel has been delivered, is there anything i can do if the buyer still lodged a paypal claim even if he has already received the item??

The tracking number on a pre-paid satchel is not the same as paying for signature on delivery or registered.
It may or not be scanned at various points and marked as "delivered" may or not be regarded as proof as far as Paypal are concerrned.
The addressee can lodge a "disputed delivery" claim at their local PO because Aust Post have aknowledged handling the item, and this can take 10 days to resolve (possibly more at this time of year).
Also, because of Christmas volumes, smaller parcels not requiring a signature have been given to the posties to deliver, as opposed to the contractors, and this can complicate things further.
My advice would be to tell the buyer to lodge an "Item not received" type claim through Paypal and let that run its course.

Does it say delivered to the buyer's address or does it say delivered to the mail centre?
If the former and you have a lodgement receipt with the tracking number on it then you should be OK, if not then you will lose as far as Paypal are concerned.
The ordinary red satchels are fine if you pay for SOD but you are better off using the ebay satchels as they have proper tracking if you lodge over the counter plus they are cheaper anyway.

And yes, i do have the lodgement reciept of the pracel and the tracking system does say it has ben delivered to both the mail office and buyer address.
It sounds like i am covered in this case ๐

Call paypal and give them that tracking number and as you have proof of lodgement you are covered.
You need signature on delivery if the item is over $250 in value for paypal.
So the tracking number you have on regular parcels when seen on the AP site is proof enough for a seller to keep their money and it is not taken and refunded to the buyer.
This is what shows on the paypal email re a dispute
If the transaction was $250.00 or more, we require online proof of
delivery from the shipping service in the form of a signature from the
recipient.

The $250 Sig on Delivery proof of delivery is for sellers trading in or with the US - doesn't apply to AU paypal transactions for domestic purchases.

Paypal in Australia require proof of lodgement and proof of addressee to meet seller protection requirements.
For the proof of lodgement requirement - whether a parcel is scanned as received by a mail centre, or as delivered or if it is scanned at lodgement as long as it has one scan to demonstrate it was postetd, that is proof enough for seller protection in AU.
Paypal may accept postcode proof of addressee on lodgement receipt - however it is not a given.
IMO it is advisable when using prepaid satchels to get proof of addressee that parcel was sent to. This can be obtained in a range of ways including getting the Post Office to stamp the eBay order form or paypal advice (showing addressee and purchase details) or by completing an AP lodgement form (available on line) and getting that stamped.

If an ordinary parcel or satchel is lodged over the counter then the receipt shows the tracking number, the AP tracking shows the tracking number and the fact it is delivered but unless it at least has the buyer's postcode somewhere how is that proof anything has been sent to that buyer's address?
With click & send you have the buyers name and address linked to the tracking number but there is nothing on line or anwhere else that shows the address a red satchel or ordinary parcel has been posted to.
