I don't believe it... an eBay promotion that has actually worked on my account, doesn't say that it's by invitation only or expired, and that I can list more than 40 items in a single month (without paying $1.50 each) for the first time since about 2014?!!!!

It is on the Home page for everyone to use.....even non sellers can accept it and start selling.
