Summary:
Someone from the Czech Republic created an Australian account so that he could order an item from me (I live in Australia). He wants me to ship to Czech Republic. The item is a $900 rack server. The problem is I will not ship this item overseas as clearly stated in the item listing. Now he won't agree to cancel the order and eBay is going to charge me $98.01 final value fee and I might receive negative feedback. Those two things I want to avoid.
I just want to end this and receive my final value fee credit and not receive any negative feedback. What can I do?
I would greatly appreciate the eBay community's help.

Use the call back option via the help and contact link, and explain to them that you have a buyer who is insisting on international postage when the item was listed as local pick-up only. They will be able to view the message exchange and hopefully manually cancel the transaction, as well as credit the fees charged.

99.9999999% a SCAM
I would use the 'help' tab to request a call back and ask to speak to a supervisor (I would not suggest ground level call center staff and most of them do not know b from bull's foot and seldom follow up on what they will say they will)
Same with chat staff most of the time
Also let them know about the different names they are using and the fact they want you to give your bank details
Other than that, it *used* to be the seller could cancel the sale for the reason 'something wrong with buyer's address' BUT because I have never used it, I don't want to tell you the wrong thing if it has changed and have you end up with a FVF or defect
I would also be adding all their user names so far to your blocked buyers list

it doesn't help now, but the best option would have been to cancel the order using "There is a problem with the buyer's address". That would have automatically cancelled and the buyer would have had no recourse.
All you can do is RING eBay (or get them to ring you) and get them to read the messages.
Btw: It is an absolute no-no to post personal details on the boards. They are public and can be read by anybody in the world.

Report it as a scam/hijacked account and as stated that it's pick up only.

Just keep in mind that the Call option is only available during business hours,(8 am to 9 pm Mon to Fri and
8 am to 5 pm on Sat and Sun).
Have us call you seems to be the best option.

As per the suggestions above I requested that eBay call me back. A gentleman from eBay called me within a few minutes. After our converstation I feel optimistic. I told him the buyer was probably a scammer as the same person used three different usernames. He agreed it was suspicous and they will investigate and sanction the buyer if necessary.
The eBay gentleman said that I need to wait a few days until the option to file an unpaid item case becomes available. After which I will receive my final value fee credit and presumably no negative feedback.
Thanks for everyones suggestions so far. I guess some of you are curious of how this will turn out for me so, I'll keep you posted.

Whether it is a scammer or not, if you had it listed as pick up only, with no postage options, then there is no way that ebay should be able to tell you it has to be posted.
if by chance the buyer did pay for it (and I don't think they will as it sounds to me as if they are setting up for a scam) then all you have to say to the buyer is-no worries, what date do you want to pick up? Nope, won't post, it is pick up only.

Which is exactly what I did.
This has never happened to me before so understandably I was quite upset when eBay sent me this:
"The buyer, has rejected your request to cancel the transaction. As a result, you will not receive a Final Value Fee credit for this transaction. Please complete this transaction with the buyer."

Clearly this is going to be a bit of a struggle. You need to get eBay to call you back again, and ask to speak to a supervisor. Tell them to check the listing stating it's pick up only and also check the messages between you and the buyer. You may have to call them several times.
In future, if something like this happens again, if they haven't paid, open an unpaid item dispute after 4 days from the sale (don't forget to close it 4 days later. If the option is still there to open an unpaid item, go or it. If the option to "resolve a problem", then go to the resolution centre and see if you can open a dispute there. I don't know if you can open another dispute, but certainly worth a try.
