That is not so if you mean the email address for payment to be made to, if it were so then there wouldn't be so many problems with typos in the payment address not being received.
You have to have a Paypal accout linked to your eba accout but you can put any email address in the payment field. Of course if that email address is not linked to a Paypal account you will never receive the payment, it is a trick scammers use to try and get people to cancel the Paypal payment and pay with bank deposit.
