What happens to an non payer?
If you go through the unpaid item dispute process and close it saying the buyer didn't pay they will receive an unpaid item strike.
Is there any way to ban these people?
You can ban them individually by adding them to your blacked bidder list, if you don't know how to find it go to the site map and there is a link.
You can also set your buyer preferences to block members with more than a certain number of unpaid item strikes within a certain period. The harshest, and most effective one, is members with more than one strike in the last 12 months.
It says in this book I am reading that by 2065 80% of women will be overweight.

I'm not sure coz i haven't been convicted of such crimes
i believe their accounts get restricted in some areas, Dont recieve ebay buyer or seller (free) promotions.. Depending on how many strikes they recieve.
Signatures suck.

Try this
To put the blocks in place hover your mouse over account in your my ebay page and from the drop down click on Site Preferences then go down the list till you see Buyer requirements and to the right of that click on show then click on edit. From there you can put in place the blocks you want, to stop those you want to block from purchasing from you

34 in how long?
That seems excessive. Unless I'm just lucky!

They are dealt with by ebay when they are reported but no one knows what it takes for them to become no longer registered.

I think eBay send them a box of chocolates and tell them not to do it again. Repeat offenders get a bottle of champagne as well ....
.... or something like that ... that's why there are more and more of them.

Ebay may overturn some strikes but obviously not all or my account wouldn't have a loooooonnnnnnngggggggg list of people who have been blocked from bidding because of strikes.
