As a buyer I perceive it mean shipping at a guaranteed fixed price rate - that will not change due to distance or weight etc.
As a seller, purchasing a product, I perceive it to mean a post product (whether that be satchel or box or parcel within particular dimensions or weight and/or a service) that will provide me a shipping or freight product at a price that will not change for that product if within the specified parameters for that product.
Flat rate is a pretty broad term, and some retailers and services (banks come to mind) tend to use it a bit loosely in their promotions and when you read the terms and conditions you sometimes find that flat rate is often coupled with add-ins and extras and conditions, that negate any benefit of the flat rate in the first place.

I would take it to mean that the shipping price is the same wherever the item is being shipped to:-)

Donna, if unclear, the seller could mean that, or they might not mean that.
It could just mean they ship a product to anywhere at any distance at a flat rate.

thecatspjs, it is not a term I have ever used but whenever I see it that is what I assume it to mean, I'm not a fan of eBay's push for free postage and thought that flat rate could be a good way to advertise if buyers thought that all additional items were posted at no extra freight cost.

Sorry, I would never assume that it means no addittional postage for extra items!
Still think the most logical conclusion for most would be that it cost the same flat rate irrespective where one lives. It doesn't vary to VIC, NT, WA, TAS etc...... same to everywhere.
