'second chance offer' gives a seller an opportunity to sell a second (or even third) identical item they may have to an underbidder (at their highest bid amount). If you do not have more of the same item you can just ignore the second-chance links.
It is also available to sellers if the high bidder pulls out of a sale through requesting a cancellation of the sale or through not paying (and having an UnPaid Item case concluded). It lets sellers still sell their item without having to go through a whole listing period of 3, 5, 7 or 10 days.
Take a look at http://pages.ebay.com.au/help/sell/second_chance_offer.html for more information
