Retracted bids do show up against a member's account. But not in context.

I just checked and you can't block buyers based on their bid retractions. The way to help it not bother you is to only bid at the highest you're happy to pay.

If you are a seller and somebody retracts a bid and you check and find they have withdrawn a lot you can report them to ebay. They certaiinly do NARU repeat offenders, a few years ago they suspended one poor woman for withdrawing 4 bids in about 6 months, 2 of them on the advice of boardies because they were very suspect listings.
It says in this book I am reading that by 2065 80% of women will be overweight.
