The buyer has a parcel locker as their only address. I have clearly stated in my listing it costs $4 to send to a parcel locker. The buyer has only paid for the item with free shipping by courier which I don't have to explain, they don't deliver to parcel lockers. The $4 is to pay the extra it costs to use Australia post products. I have sent 2 messages to the buyer asking what they want to do and they have not responded. This is what it says in my listing. " We do send to PO Boxes and Parcel Lockers. Our courier can't deliver parcels to PO Boxes and parcel lockers, so we are forced to use Australia Post products which are more expensive. If you need your parcel sent to a parcel locker or PO Box please select “Ebay Australia Post flat rate 3kg satchel” from the postage options in checkout. This option costs $4 extra".

If you feel like helping me get eBay to make improvements to the site, feel free to drop them a line and ask them for the ability to block parcel locker and parcel collect addresses....
I actually exclusively send via Aus Post at the moment, but most of my stuff can't be sent to parcel lockers, so the ability to block them is sorely needed.
I toyed with the idea of trying to accomodate them by saying I can only post to them if you select an Aus Post parcel service, or on items that need to be sent that way regardless because they're too big for large letters, but honestly it's just a PITA to try and get that right and have buyers not only see the information, but 100% understand and follow instructions, so either a blanket acceptance or blanket block is the only real way to deal with it, and if a seller goes with the block option, maybe consider providing exceptions to buyers if they ask for it and you have the opportunity to invoice for the costs.
In saying that, in your case I would probably increase costs somewhere to allow for the odd Aus Post delivery and do away with the "if X then Y" kinds of terms, as it will make your life a whole lot easier (if you only get one in a blue moon, it's probably not worth it, but if you get a few each week, maybe add 50c to prices here or there to cover it). I'd still have an Aus Post parcel service that's selectable in the listing, because as a buyer if I see a courier option or an Aus Post option, I would be conscientious enough to select the Aus Post one if I wanted it sent to my PO box (not sure if most people would, but I also don't think I'd be alone).

If I was reading that in a description I'd read the first bit and think, "ah, good, they send to PO boxes" and possibly stop reading. It's a bit misleading for buyers because having the bit in bolt at the front means it's the most important part of what you're about to say, whereas the important part is actually the bit about paying extra. Instead, I'd probably say something along the lines of, "If you have a Po box or parcel locker you need to pay an extra $4 to have your item sent through Australia Post." Put the bit about paying extra as close to the start as you possibly can.
