Just went into a few of my listings and realise ALL my listing descriptions are being blocked by IE, with big red block, and "unsafe" all over it. Its only happening in I.E, not firefox or chrome.
Theres not HTML or code in my descriptions whatsoever.
Anyone else??

The vast majority arent going to bother to get advice on how to fix it, or try themselves, to view a couple of my listings (or anyone elses) - they will simply go elsewhere.
Also, the problem isnt IE 11 or Win10. The problem is eBay. If an issue arises, Ebay needs to adjust / fix themselves to conform (eBay needs to be compatible with browsers / systems, not the other way around), or at least contact Microsoft for an ETA on any issues on their end. Ebay is a 5 billion dollar company.
A quick Google reveals that this is a known IE glitch and there are complaints about it plastered all over MSN's forums. But okay, you know better and your settings and browser have nothing to do with it, and you should ask eBay to fix it. Good luck with that, mate.
I understand that you're frustrated, but maybe don't be so snippy with people who are only trying to help you.

Members were notified years ago that IE would not be compatible with ebay. Many members (including me) continued to use it without a problem.
When a problem did arise I changed my browser and all has been OK since then.
I still use IE on occasions if I need an extra tab opened but don't complain if it is a bit iffy.

The real problem with IE, the need for a multiplicity of internal settings and the reason no-one should use it is that IE is just a slightly different version of the windows file browser.
(once upon a time if you opened your file browser and put a web adddress in the search bar you could load the web page)
This means MS have to make it secure as hell because anyone who hacks it can get high level access to your system.
The versions of IE are also not strictly compatible with standard HTML becasue MS throw in weird stuff like active-X controls (which is executable code that can be written into a web page), silverlight compliance and a whole heap of other MS junk
.
Web developers have to write interpretations for all the different versions of IE and include them in the header of each page.
Also javascript does not play nicely, again, because MS are not standards compliant and eBay are not very good with javasscript themselves.
If you ever have a look through the Windows updates you get regularly you'll find a lot of them are security patches relating to IE.
(MS are patching up newly discovered exploits).
It's the expoits they don't know about are the worry though.
Do yourself a favour and get a different browser; it could save you bitter tears somewhere down the track.

I am using Windows 10. I don't normally use IE 10 for much at all but I just used it now to browse the item number you posted.
When I scroll down to the description area I am seeing a BIG RED screen with a small shield in the middle.
No error messages or anything.
So it seems there must be something in your description that IE is sensitive to.
I used Firefox and Chrome to view it and it works OK.

Looks fine with IE and Windows 10 here however I do have Start8 installd which makes everything look like you are not using W10, maybe it doesn't just effect the appearance.

Spoke to Ebay CS...
They told me to fix my settings...... I asked them how is that going to help all my potential customers that are having the same problem, and spoke to supervisor.
Supervisor said its a known issue, apparently theyve gotten numerous calls about it today and yesterday (mine only started today), and they are working on it.
I also emailed them Lol.. this is the reply -

Hi, I noticed the big red block on all sellers descriptions, that is why I looked here. Glad I am not the only one. I was hijacked into uploading Windows 10 and have loathed everything about it. Lets hope Ebay do something about making themselves compatible with all systems no matter how stupid they are.

Just chatted with eBay and they say it is an issue with my browser. they said to clean up cookis and stuff, which I did but to no avail. The buy I chatted with didn't seem to know anything about this problem , so is it a minor problem only affecting a few people. He said he used chrome and explorer and my listing were all good on his end.

Yes that fixes the problem for me too.
But the setting is not in Win10 setting but in IE settings.
Goto Settings --> Safety then choose Turn on/off Smartscreen Filter as required
