Each non-store account receives 40 free listings per month, after that, each listing will attract insertion fees (unless an additional promotion has been offered and accepted).
Sellers will generally also have limits as to how many listings / sales value per month they are able to use, so I'm guessing your 170 per month is the maximum you're allowed to list.
