you should be able to, are you being asked to create a postage policy under the new business policy structure?
otherwise, whre it says "add postage details - next to that heading is a link "add or remove options" select postage, then local pick up, come back to your main page, it will now appear there, tick the box, don't tick anything else including free post (unless you also want to offer postage etc) and Bob's your uncle!
