A buyer made an offer of $20, i countered with $23, and sent him the new offer. He said he could only do $21.50, i agreed, but i cannot send him a new offer with the new agreed upon price, nor can i revise the listing to reduce the price.
Why is eBay blocking my sales? I have a buyer and an agreed on price, but i can't sell it. Almost tempted to sell off eBay, not to avoid fees, but to actually sell to the interested buyer.

Maybe it is the buyer who should send you a new counteroffer rather than just a message stating the price he/she would like to pay?
I have accepted counteroffers (as a buyer), but have never sent a new counteroffer, so I am not sure exactly how it works, but it appears that the buyer can negotiate a counteroffer (or send a new offer/counteroffer):

I cannot edit my message any more. What I mean is... the buyer should see a link or a button to send you a new offer/counteroffer. But as offers and counteroffers (as the link I gave you states) are only valid for 24 hours, he should be quick, or if your counteroffer expires, he can send you a new offer at the agreed price (if he hasn't already submitted 3 offers).

If papermoons suggestion doesn't work, you could change listing to buyer's preferred price and let them know your work-around.

Looks like the buyer decided to pay the full price in the end, as there is no "best offer accepted" on the item.
