Because they can. They changed the rules some time back now.
I'm sure you would have read about it in the rules & regs you read when you signed up to use the site and become a seller.
Its all in there.
Mainly driven by dodgey sellers who were avoiding fees by selling $1 items and charging $20 for postage. Well now under the new rules they pay fees on the whole $21.

Sorry, but it's daylight robbery.
Oh well it's their company and they can fleece us any way they like.
Lots of companies work out how to put and extra amount on the end to add to their bottom line.
Think Salvos stores - .25cents
Most Suppermarkets - .99cents

Someone asks this questions here at least once a week. It seems to be the most common surprise that sellers have when they get their bill from eBay. eBay introduced it mid/late last year in 2014 after it being set in place for about a year prior in the US.
The way I deal with it is to add an extra amount onto my item price and an extra amount onto my postage price so that I am not out of pocket when eBay bills me. In the end, buyers end up having to pay more for their items because of this and that's the way it is.

I personally do not like this and I have raised it With the ACCC and FOS who believe it or not are looking into it. My grounds are Why Can A Company charge you fees for something they have no part in. If an item goes missing because of AP eBay will not refund the fees if you complete the refund to the buyer. Very unfair to the Sellers. If you beleive like me Raise it with ACCC and FOS Then some action might happen.

To stop people from selling items at $1 each with the retail price (or more) under the postage amount.
That said... there are still a number of sellers out there doing exactly the same thing, I still see the odd ripoff in postage costs on "cheap" items.

We see lots of sellers coming here asking about this postage fee so clearly lots do not know about it.
So I would say that where you are still seeing inflated postage costs they are probably unkowingly thinking they are still ripping off ebay for FVF's in the old way. WRONG!!!
