Why does re-listing an item attract an insertion fee, even if the re-listing is still under your 40

Why have I been charged $1.50 listing fees for my re-listed items when I am still under the 40 free listings even with the relistings.

Seems silly a childs book on auction for $2 doesn't sell and charged $1.50 Listing fee. Can someone please explain.

Your completed listings shows 46 started / ended in January, so the extra 6 would have attracted insertion fees if you didn't have any other promotional offers.

I seem to be missing something.  My selling is showing 28 sold 12 unsold.  Which includes the relisted items.

It actually shows 47, but one is from December.

 

If you go to My eBay > All Selling, down the bottom of the page there should be a notification window that shows a running tally of how many free listings you've used and how many you have left.
