Just having another whinge, but why does eBay bother sending this to Powersellers, when they are inelligible to participate?

I received this response from eBay:
"Thanks for contacting eBay with regard to the promotional email you've received.
I understand that you are wondering why you have been sent this zero insertion fee promotional email since you are a Powerseller. We send out this notification randomly so that you can spread the news about this promotion. You may know someone, a relative or a friend who is a private seller, and can get the benefit of listing 100 items with free insertion fee. This email notification is just part of our information drive.
I wish you all the best in your daily activities here on eBay. Have a great day ahead of you!"

Hi,
Wondering if anyone could help me ..I am just a normal user of ebay, and have a good rating, however when i listed an item just then it still charged me 50c? Am I meant to do anything specific to get the free listings? Or does Ebay refund you later?
