Why isn't ebay doing anything to stop ticket scalping?

I am disgusted to see the amount of people on here selling concert tickets, in particular, Rolling Stones tickets, for double, triple what they are worth.

I wasn't able to get tickets through Ticketek, and I can't afford to pay out my week's wage to see the Stones.  What these scalpers are getting away with is sickening and what's even worse is that Ebay is doing practically nothing to stop it.

Hi, no Ticketmaster in Perth had their pre-sale for OD new 2015 Australian tour on Thursday & I didn't get anywhere there getting sold on ebay as we speak just search One Direction tickets its sux & ebay know whats going on & still they do nothing they must like getting the extremely high fees for the completion of the ticket sales oh well I will try AGAIN tomorrow when ticketmaster sells for the perth concert goodluck to me any advice will be very helpfull
