Sellers are unable to leave negative feedback for buyers. If you've opened and closed a case the buyer will have received a strike against their name.
Two or more strikes within a 12 month period will prevent them from buying from sellers who have bidder blocks in place - this is much more effective than neg feedback.
Don't leave any feedback at all since leaving a negative comment with positive green dot is against policy and you could find that you receive a policy violation for it.

If you opened and closed a dispute correctly then neither of you should be able to leave feedback.

I hope that non-buyer doesnt report YOU to eBay for breaking the rules and leaving a neg.comment with a green dot.
if you really did open/close a non payer case against the non-buyer you would not have been able to leave any f/back at all.
follow the rules to make it easier for all ebay sellers, please.

Buyers can leave negatives via mobile apps, there are no blocks in place, so I am not sure why other posters have not got their facts straight first before providing advice. Mobile app usage for eBay purhcases are at record levels. For example, my IDs reflect views and sales at around 60% via buyers using mobile apps.
OP if you are going to leave feedback for a non-payer, remember that there is no policy that says you cannot leave feedback, only that if you do it it cannot be "negative" it should be "positive".
My advice is to try to leave a truthful comment that cannot be viewed as sufficiently negative to warrant removal. In any case I have yet to hear of a seller or buyer that has had feedback they left removed that has copped a policy violation.

there is a way to leave 'negative' feedback. (1) You have to go through the unpaid process, and then when you get the all clear that you can close the case, then BEFORE closing the case, you go back into your sold page and leave feedback. Then you immediately go back and close the case. (2) If a buyer has not paid, then they are unable to leave you any feedback , I'm pretty sure of this. I adopt #1 most of the time if I have an unpaid item ... unless I forget and close the case and then curse myself.

Is that correct, that one can receive a policy violation for leaving negative remarks under the positive dot? Are you sure of this, as one is merely being honest in saying that buyer did not pay?

Yes it is a policy violation, and it doesn't acheive anything. Going through the non-payer process gives them a strike and helps other sellers who have their blocks in place.
