There's actually 3 versions, on desktops, anyway. There's the old form that's been around for years, then there's a new form that's supposed to take the place of the old (full) form for everyone eventually, and then there's the quick listing tool, which has fewer options and editing features.
There's no opt-in to the updated (full) form, (as far as I know), but a link has been posted a few times that takes you through the listing process which may work to update your account to the new one (I haven't tried it, so I can't say for sure - I tried to look for one of the threads in search, but couldn't find it, so you may need to do some trawling, or someone else with the link may be able to post it).
