You can posting on the boards. I have no idea otherwise, sorry, but I suspect no.

Given that eBay really don't want smaller (than multinational) sellers to get an unfair advantage by personalising their sales.

Yes you can. You go into My Messages and click on change settings (Top right hand corner) and you can set up an email signature.
