Release of funds if buyer does not respond

How do I get eBay to release funds if there is no response from the buyer ? Item was posted weeks ago and I have messaged the buyer to annotate receipt of the item if he is happy with it. How do i now get the funds ?

is there any way of actually contacting ebay to interact with a human as there help page is absolutely no help. i know they have phones my friend has a ebay store and gets contacted by marking all the time to upsell him on there products .
