ok, have a buyer located in mexico, and he cant get ebay to let him pay.
i'm guessing its because i have made south america and central america places i dont post to.
can i change that as a once off after an item is sold?

It sounds like they had a US address on file when they purchased so your invoice would be to the US, meaning if they try to change the address to one in Mexico when they go to pay, the postage quote won't apply and prevent payment.
Probably best to advise that you can't alter the country of postage and am therefore unable to invoice for shipping to Mexico, and that the order needs to be cancelled.

perhaps message him, i dont post to mexico and he should just cancel the purchase as i wont send it to any other address now i know he is located in a country i dont post to.

They are probably in El Paso Texas as that's how he would've been able to get past your block,(could be
they are trying to make out that it's a present for someone in Mexico and trying to con you into sending it
there and then just claim none receipt).
Always check and if sending an invoice make certain you include a postage quote if sending overseas,(after all
it's dearer to send overseas).
Anyone that states an address that's different to the order/invoice is a scammer suspect because if you post to
that address you will lose any dispute.
Having a low feedback score allows them to come up with stories that may be plausable,(but could also be a
scam tactic).
Cancel looks like your best option to me,

ive messaged him i wont post it knowing hes in a region i dont post to and i wont post to any other address now i know where he lives and he should cancel the purchase.
its in his court now, he can either voluntarily cancel or the non paying thing will kick in.
i cant see how he can pay without my consent now.
i think he must have done something to get around the blocks but the block on his location got him.
i should have been more alert before i sent the invoice, i think my error was thinking 'new mexico' which is in the USA isnt it?

i used live chat and ebay have cancelled the sale after looking at the details and agreeing the buyer was not in a region i post to.
