i keep getting buyers that don’t pay , they have 0 next to their ebay names .

Make sure, also, that you’ve set up your Buyer Requirements to automatically block buyers who have a habit of not paying.

Do as others have suggested. Set up blocks for those who already have 2 or more strikes.
Open ebay cases against those who don't pay after 4 days.
Buyers with zero feedback have no skin in the game. They may pay, everyone has to start somewhere, so just because they are zero doesn't mean they will necessarily be a bad buyer.
But some others have nothing to lose. They are on ebay for a browse and they think if they don't follow through and pay it won't matter as who knows, they may not plan on ever visiting again in the near future anyway.
All you can do really is set your blockers but if a new buyer buys, give them the benefit of the doubt for 4 days. But after that, don't mess around, just go straight into an ebay claim for unpaid.

Everyone starts at 0 sometime so they just might be new. Be very careful to follow ebay rules, follow the steps to cancel the order after 4 days if they do not pay - quoting "buyer did not pay" and in no circumstances leave any feedback.

As soon as the system allows (after four days) cancel using the reason buyer did not pay (or similar wording) and them put them on your blocked buyer list
While eBay are not going to make the fake buyer/time wasters pay, they will get a strike on the account each time they pull the same stunt
And they will not be able to buy from any seller who has blocks in place once they get two or more strikes

thank you , I feel like the past few weeks ive had timewasters with 0 next to their name. purposefully bidding on expensive items.

It would be frustrating.
I'd be inclined to think a new buyer might be more inclined to pay if they were buying smaller items, but I don't really know.
I guess all you can do is wait out the 4 days and see, but if they don't pay, go straight into an ebay claim. My belief is if they haven't paid in 4 days, they probably aren't going to. There are so many ways to pay automatically these days that most people can pretty much pay as soon as they buy.
