For the last few years, I and other unsuspecting sellers have been the target of a serial non-paying bidder in the US. They sign up under a different user name with false name and address details each time,and from the day they sign up, they bid on loads of items which usually are 80's dolls or toys. They have no intention of contacting or paying the seller and after a few days to a week, are deregistered by ebayin response to the multiple complaints for non-paying from sellers.  Strawberry Shortcake is the ikely target, Lady Lovely Locks, My Child dolls and Cupcake dolls are to name a few. This person must be really bored and have no social life, as once you are targeted, they will do it to you again and again. Ebay says they have to be fair to the buyers and sellers but they are allowing this to happen without addressing the problem at all. The rules for buying as a new buyer have to change that limits a person to say 5 purchases with the requirement that 5 feedback are needed, before they have the privelige of purchasing more items. The screening for signing up purely does not work. Too many scammers are at large! Just last week, a friend was targeted again!, So I blocked the buyer, only to have them sign up under another lot of false details and still get me on my SSC doll. The only way to stop this annoying person is to put buy it nows with immediate Paypal payment into the listing, which I find very restrictive and unfair to a genuine potential buyer. At times i have no idea what an item is worth and if Ebay really thinks about it, they are loosing heaps just from these type of drips who have nothing better to do or gain from the process. What are we to do or better still WHAT ARE EBAY GOING TO DO???

Block buyers who have not been phone verified (you can apply the block to all members, or just those that have less than a certain amount of feedback). To do that, go to Account > Site Preferences > Buyer Requirements.

 

A member having a credit card on file or linking a PayPal account will override that block, but I suspect someone using false details will do neither (and if they have been NARU several times, doing so should flag their account, anyway).

 Hi, I forgot to mention that I have been in and amended my blocking list and preferences countless times to try and stop this, but ebay says that as long as they are also signed up with Paypal, we don't have a leg to stand on really blocking 0 feedback or phone verified buyers{my words!}. It's also dead easy to make a paypal account as all you need is an address and these people or in this case person just uses a live.com address or other cafe type of address. If I am wrong, I woud like to know why they are getting through the cracks to bid on my and other peoples accounts. Thousands of dollars are bid on each time  and there  is no tracking them reallly, they place different names, both male and female in as details and the addresses range in different states! They generally choose places that have been up for sale or parking lots in Universities or Restaurants! I have had it all. Rural paddocks even!! Ebay does not want to know!!

Sorry,  if the phone verification isn't blocking them it seems there's nothing (currently) that will - hence your post, I guess.

 

I can understand how frustrating that would be and agree that it shouldn't be too hard for eBay to implement something that can weed out non-genuine buyers, the problem for them would be how to make it so that a lot of genuine buyers weren't caught up in it as well.

 

Perhaps something like only verified PayPal accounts linked with eBay can override the block (I had thought that's how it worked anyway, but I might be wrong if it's that easy to create a new PayPal account and link it to eBay).

I understand that someone is opening lots of false accounts and changing user names and what have you. A total pain, maybe mental problems.
But I have seen the same sort of situation on other messageboards-a person banned but coming back under other aliases.
It's not that hard to block the IP, unless of course the person downloads one of those proxy IPs or uses computers in multiple locations.
But the point is, a lot of people don't use proxy IPs, so some of the scammers could be blocked this way.
