If they charge that it should be in the price and can not be added at the end of the sale.

No they cannot

here's the ebay ruling on it.

No - from July 1st of this year (2018), thanks to new government legislation, all items listed on eBay and that are not located in Australia, are subject to GST when purchased and delivered to Aussie buyers.

 

eBay (not the sellers) will automatically add the charge during the checkout process, unless the item is being shipped through the Global Shipping Program, in which case the additional costs are charged by Pitney Bowes (who provide the shipping service from the overseas location to Australia). 

 

If you use the 'add to cart' function, you should see all applicable costs up front, before committing to buy.
