Some which don't have a high fire risk can technically be sent without a DGL but ebay actually forbid the listing of any perfume unless the seller had a license.

You need a Dangerous Goods License and a contract with Australia Post to send perfume by mail. You need to follow that AP guidelines for packaging and label the packages with Road Only stickers.

this was some information a Rep. from Australia Post put on these boards a year or so ago.. I think most of it is still relevant today... check with Aust Post directly (not with your local PO)
