If the buyer did not pay then ebay do not know this so you need to open a non payer dispute 4 days or more after the sale date and if still not paid 4 days later close the dispute and you will then get your fees refunded and the buyer gets a non payer strike.

So if the option is still there to resolve a problem open the dispute now and close it in 4 days time.

If you open and close a NPB case you will get your selling fees refunded. If you relist and subsequently sell, you MAY get your relisting fees refunded. Depending on the number of times you relisted - only the first one counts, and only if it sells that time around.
