I gave up reporting listings for sex toys. Despite eBay's policy saying they aren't allowed, no amount of reporting got many of them removed. They removed a few from the first seller I reported, but the large volume sellers got to keep theirs. They also included bondage items, which are apparently a bigger no no than just regular sex toys.

Fancy tying ebay up with all that reporting
Quite easy to list them, just choose another site like the UK or US ones where there are specific adult sections.

I was reporting Australian sellers with Australian addresses, but their listings were allowed to remain.
Same deal with the fake handbags mentioned the other day. EBay will only remove the listings whereby the copy write holder is on the VERO program. Anything else, they don't want to know.
