I cannot cancel an item, which has been sold elsewhere. I have a buyer who insists s/he has paid for the item. I cannot find any record of the payment in my PayPal account, which is the payment method the buyer says they have used. I DON'T THINK it's a scam and I will repay the buyer if I can confirm payment, but I want to talk/chat with an actual ebay person about all this.

You can contact eBay directly
During their normal operating hours
Or, you could start your own thread on the forum and members who have actual experience with buying and selling on eBay can offer you help/advice/tips
The eBay CS staff do not, but read from scripts on the screen in front of them
For anything 'big' or anything inside your actual eBay account, you will need a supervisor

Then contact them and tell them
Instead of having your little rant here and abusing a fellow member who has nothing to do with it
It does not matter one jot how long you have been a member
eBay are not going to read here just for you, nor make special rules for you
Nobody is forcing you to sell anything
