Hi i have had a buyer that has paid with paypal but before she did she took off the postage amount and put to zero, I thought ages ago i made it that buyers cant amend the invoice. So how can i block a buyer from having the nerve to change the amount what they want to pay for it??

That's annoying. I had an international buyer do that to me a few years ago.. Refund their payment and send them a new invoice with the postage cost (that is if you still want to continue with the transaction). Did you initially have the postage cost in there? I'm sure now a buyer can only edit the postage only if there is no specification of the postage cost.
You can block specific buyers by going to the Account tab, then Site preferences and under "Buyer Requirements".

yes i had the postage already there but she must of somehow put it to zero and just paid the purchase price. What gets me is she could get away from paying cause she had paid and ebay wouldnt let me start a non payer have had that happen before.

There WAS a setting in preferences where you could allow/disallow a buyer to edit an invoice.
I would always set it to NO.
Damned if I can find it now...lol

eBay seem to have removed it. I noticed it was gone a couple of weeks ago. Buyers seem to be able to tamper with an invoice when they select Bank Deposit. I'm not sure, but it seems to have happened to me recently, except that my postage is 'FREE' (included) so no changes could be made. Annoying though, if the postage is editable! And without a way to change it...
This was the sales page afterwards. Maybe it is just an eBay system glitch though...

Yes i had same a while ago. Paid - after they altered invoice to 'pick up--' prob was I am in Q 'Land and they were Victoria. They expected ME to pay postage !!. --After sending many messages and no reply it ran the 45 days--so had no idea what to do ..actually I have forgotten what I did do--( that happens with age !!) I still have never figured how they could alter invoice--i thought only the seller could do that...
