Appreciate someone help me.
I have a activated personal account in ebay. when I trying to build up an ebay store, they show me "the requirement to open a store have not been met". please register for an ebay seller account with a credit card on file.
i am not sure what they really want me to do. does it mean i have to link my account to a credit card instead of Paypal?

Yes, in order to open a store, you need a valid credit card on file (you can also use a Visa / Mastercard debit card).
As you will have to set up an automatic payment method for paying fees, one of the easiest ways to put a card on file is to either change or set up automatic payment with your card (you can change it at any time to a different payment method, I just found it's the easiest way to navigate where you can enter card details, as it can be found under My eBay > Account > Personal Information -or- Seller Account).

They want you to add a credit card as an extra proof of identity. Once you have added it you should have no problems opening a store and you can opt to pay your ebay fees by Paypal, card or straight from your bank account.
