i haven't get the payment after the funds available date

Half of month ago, i sold one item valued 85 dollars. and ebay cut 10.29 dollars from my credit card. After sending the item to the buyer, i saw "your funds will be available on 21/Nov/2015", but until today(22/Nov/2015), I still haven't gotten the fund. I don't know why.

With new sellers Paypal holds the funds for 21 days,  in case there is an issue with the sale and a refund is required.  If the available funds date has passed, you should check your Paypal account and see if the funds are still showing as on hold.  If they are, give Paypal a call and ask them to release the funds as the deadline has passed.

The 21st will be US time so they will probably be released by tomorrow. If they're not, give PayPal a call.
