proof of id by any financial services should equal 100 points
set out by the financial odbustman
example drivers licince 40 points. health care card 30 points, bill in same address as applacaition 30 points and so on.
it is in fact unlawful for any financial services to ask for more than a 100 points.
100 points of id is concidered by law enough id for any contract.

Even with Centrlink one is not obliged to provide their tax file number.
It is optional.

Never said you were obliged I said it was optional. Lyndal is arguing that they have no right to ask I am arguing they do have a right to ask HOWEVER you have NO obligation to provide it.
"Paypal never holds my money....it is simply a money forwarding service as far as I am concerned. It is a SERVICE industry, not a banking institution, which is why they do ask for proof that the bank accounts and credit cards attached to paypal are indeed my/your accounts."
Lyndal You better give APHA (Australian Prudential Regulation Authority) a ring and let them know that they mistakenly approved Paypal as an ADI (authorised deposit-taking institution) back in 2006 because its really a service industry.

Yes, they have to be authorised as a Deposit taking institution because they take your money and send it to another party as a SERVICE to you. If you decide to leave your money in paypal that is up to you but they do not pay interest therefore have no right to to have access to your TFN.
