international buyer with no feedback

Hi,

I sold my mobile phone (AU$350) to an international buyer from USA.

I never intended to sell to an international buyer and never really thought they could buy mine.

The problem is he's got ZERO feedback, ID created 2 days ago and his paypal account is @inbox.com which I never heard of. Also his address seemed to be very suspicious (a small country petrol station in the middle of nowhere)

He has not paid but requested an final invoice as I only stated shipping postage to AU (Free shipping). Is it possible for me to not send him the invoice and file 'buyer not paid' claim to cancel and get FVF?

I don't want to go ahead with this transaction because even if he paid, I offered 'refund accepted' so he could just send a brick back to me and get his money back. and maybe that's what he is intending to do.

What should I do to cancel and get FVF back?

If you send the item, what you said could happen, you get a brick back in its place if he wants a refund. If you cancel the transaction, he might decline, then you lose your fees, and he can still leave you a negative. Me personally, I would string it out for 4 days, then open and close a case 4 days later. Initially you could string it out by saying you have to get a postage quote from the PO.

Then, I would be setting up your blocks so people from countries you don't post to, can't bid on your items.

99% sure its a scam. ring ebay [35% chance you will get an intelligent operator], as they will tell you to send it anyway. state you don't send overseas [may not be legal with a battery anyway]. if you do send - invoice with dearest possible postage to cover everything possible then add $100 as a handling fee. wait the 4 days to open the non paying case.

To add to what the others have said, you cannot send a mobile phone with a litium battery via AP, you have to use a specialised courier (which will cost a fortune...............)

You could get a quote then send the buyer a revised invoice and see what their reaction is.

100 % SCAM

If ebay haven't already removed the listing and refunded your final value fee, phone eBay through Customer Support ( top of page) and they may refund your final value fee without the need for you to open an Unpaid Item Case.

Have no further contact with the SCAMMER

Any emails you receive from the Scammer about payment will be FAKE.

Beware of spoof/phishing emails you may receive .

Don't open them and don't click on any links.

Run all your spyware, keylogging and virus protection and change your passwords regularly.

Be sure to have these buyer blocks in place. Go to:

My eBay > Account > Site Preferences > Postage preferences > Show >
Exclude postage locations from your listings from your listings > Edit .......and Select the countries you don’t post to.

Tick … Apply to all current live listings
Click …Apply

And

My eBay > Account > Site Preferences > Buyer Requirements > Show >
Edit .......and tick:

1. Buyers in locations to which I don't post
2. Block buyers who haven't gone through phone verification…
3. Only apply this block to buyers who have a feedback score of 5 or lower(Having a Paypal Account and / or Credit Card details on file overrides this block)

Tick all other blocks of your choice.

Tick …Apply above settings to active and future listings.
Click …Submit

It's not recommended that you sell an item like this as a Buy It Now or with a Buy It Now option although you could require immediate payment. That doesn't prevent a Scammer paying with a stolen credit card though.

Cancel transaction

Buyer requested postage to a country I don't post to.

If a seller chooses this option, is the sale not cancelled until the buyer agrees to the cancellation? What if buyer doesn't respond, is it automaticaly cancelled?
