At present, the choices are to register, or ultimately stop using ebay to sell, as this is being rolled out for pretty much everyone, with very few exceptions (those exceptions are for certain types of businesses).
The account status (i.e. whether you're a business or private seller) doesn't come into consideration in this case.
Were you told that you need to register by a certain date, and are you able to access the option to register?

Hello Digi. Not sure if you can help me (?). I have been an eBay seller for many years and originally had a store which I closed a while back. I have never opted for Managed Payments and have continued to list my items for sale as normal. Yesterday, when I listed a new item, I notice that the date range for the number of free listings available changed. Now the range has been reset from 14.4.21.
eBay have not asked for verification of my ID or any info regarding my bank account details. This info would have been already in my account details from when I originally joined so would this be why. Or will this hit me when/if I have a sale. Up until now all payments for my sales have gone into my Paypal account. Would very much appreciate your advice. I might add that Etsy has had managed payments in place for quite a while and I have not had issues with that. But I miss having funds paid direct to Paypal.

Contact ebay customer service via live chat. You do not appear to be on managed payments.
Have you been asked to register for managed payments, and if so, did you register by the date specified.
Whether you are a business or private seller, and any details ebay already has on file for you, is all totally
irrelevant .
