Two things, you may not be aware, but this is the Australian site and the functions available on eBay US are different to what we have here.
However, I do know that there is a setting US sellers can use to block messages from other eBay members unless they are involved in a transaction. If you go to My eBay > Account > Manage Communication with Buyers, then edit the section where it says "Allow potential buyers to contact you" (make sure it says Yes).

I can see manage Q & A within manage communications with buyers but not allow potential buyers to send questions option. although they do question so I guess somethings ticked somewhere
interesting over the last month I had a buyer who i thought was a npb say they had emailed several times and got a message saying I chose not to respond!!! never heard that before. we got over that hiccup the buyer paid and they are very pleasant, so i'm wondering what was happening in that case....
