Hi My items was sold to a buyer, and i have contacted them regarding pick up and payment,

I am in this situation now, I was waiting the 4 days to make second chance offer to another bidder but I didn't want the scammer to get away with it, when I hit cancel it says it will relist it which isn't good for me when I want to give the other bidder a second chance offer, is there a way to both give them a strike AND give a second chance offer? Is this why people leave negative comments on positive feedback? I tried to report this user and ebay policies seem to conveniently allow this kind of behaviour? I don't want to keep relisting things for these people to keep doing this I can't block them all I'd rather just offer it to the next actual bidder, I noticed too the top 3 bids were scams, top one from a non payer and following 2 from a new account with no feedback so I want to offer to the 4th bidder.

Oh I have found the answer in the link posted. https://www.ebay.com.au/help/selling/getting-paid/resolving-unpaid-items-buyers?id=4137&st=12&pos=1&... it seems it gives you the option to not relist it when cancelling and give second chance offer but still have to allow them 4 days, looks like I get to give them a strike after all, yay. I was getting frustrated that they could get away with wasting time and have no repercussions.
