As far as I understand it you get back only any FVF on the sale.
But they don't refund any listing fee for the original listing, and you still have to pay to re-list the item.
Others may correct me if I am wrong.

To my knowledge if you relist it within 90 days and then your item sells you should then receive a listing fee credit from Ebay for the first listing that wasn't paid for by the buyer.

I have actually had that happen. Can't remember the timeframe, but I was surprised. But that was a GTC BIN. I think it is only the subsequent relist for an auction.

I have had a fee credit for a GTC listing, too - back when every listing in a store was charged an insertion fee, anyway. In my case, I sent a GTC listing to auction, it didn't sell so I relisted it as GTC. When it sold a couple of months later, I got a 20c credit. \o/

You always had to pay the relisting fee but if the item sold you got a refund of the original listing fee. Of course if you listed it using your complement of free listings then your listing fee refund would be a big fat zero!
