I have the app attached to this account and get the notification every weekend. And every weekend I am not eligible. It doesn't fuss me as another account gets the promo every weekend.

All I can suggest is to ring eBay and ask why. Unless you have registered an ID (any ID) as a business, you should be eligible if you get the notification.

Call them up and they will credit back the relist fees, I have.
