In the US there are stricter rules about ending auctions early, including fees if an item has received a bid. Maybe you copied from there?
That text showed up when I clicked 'end item' on my selling page. It didn't show up with listings with no bids. The screen shot is a listing that has a bid on it (which I didn't cancel, just went in there for the purpose of this screen shot!!)
