OK, I also think the minor cents problem boils down to how I included GST in the Basic Store fee percentage which could have been more accurate, sorry. So, let's re-write it into the following, given I'm in Teir 4 for new Managed Payments fees and I'm using the eBay stated percentage at 11.9% excluding GST for Teir 4. Under this, I've represented the ajusted calculations for those selling under new Teir 2 using eBay stated percentage at 10.4% excluding GST. Weighting both up, I hope it puts a spotlight on this new payments arrangement that we're all going to have to join if we still want to sell on eBay.
Calculations below give results for a $42.99 sale made by us on eBay. I provide everything in detail in case someone else can find any errors. I think all is 100% accurate now in response to needsome12vbasics. These formulas may help you to quickly see if you will make a saving based on a single item. We have an eBay store that we pay $27.44 per month rent for. This rent is not included in the following calcs, so we can be reliably assured only the fees are the focus. We pay standard eBay fees and standard Paypal fees based on eBay total monthly sales for March being AU $2,150.80. I'm using one eBay item sold price at $42.99 where the buyer used Paypal to pay.
eBAY ITEM SOLD PRICE: $42.99 including GST
CURRENT eBAY FEE (based on the single fee line item on our March Account Summary Invoice - 4.49/42.99=10.444%): $4.49 including GST
CURRENT PAYPAL FEE (based on the Paypal line item charge - 1.42/42.99=3.303%): $1.42 including GST
CURRENT FEE TOTAL: $5.91 which equates to 13.74738%
NEW MANAGED PAYMENTS TEIR 4 FEE TOTAL: (11.9% x $42.99/100 + .30c)+10%GST = $5.95 which equates to (5.95/42.99x100) 13.8404%
In summary;
CURRENT FEE: $5.91
NEW FEE: $5.95
ADDITIONAL COST: .04c = .09% COST INCREASE
However, if the buyer chose to use fee-free PayID or Direct Bank Deposit:
CURRENT FEE: $4.49
NEW FEE: $5.95
ADDITIONAL COST: 1.46c = 3.4% COST INCREASE
So, how long do you think it will take eBay to implement fee-free paying options within their Managed Payments' structure and rob us of the benefit? I believe this is the real motive for what we see here and this has put eBay on notice that should they implement PayID or Direct Bank Deposit options as a part of their Managed Payments, they must forward sellers an equivalent drop in FVF fees in the order of 3.4%, indicative of the above example, if a buyer uses a fee-free service to pay, which is almost congruent with what Paypal currently charges as a merchant fee). Moreover, if we take into account the new Teir 2 seller calculations and average out this FVF fee drop percentage, we should expect at least a 2.55% FVF fee reduction if a buyer pays with a fee-free payment service.

eBay, if you want to reuse this, or further promote it, then please contact me because it took me quite some time to work this out and we all know nothing is really ever for free on eBay is it? Secondly, this is only a personal indicator pertaining to our shop and sales and may not be the same for all sellers. All sellers need to check whether the above formula gives them a saving by substituting their own figures from their own respective eBay and Paypal statements.
Finally, the ACCC might be interested in this example because it highlights how current fee-free payment options make the Managed Payments procedure more costly, particular for buyers who will gain no benefit from being able to use fee-free payment options (we always provided extra product or discount to buyers who paid with PayID or Direct Bank Deposit). Managed Payments will make eBay prices loaded higher to account for non-fee-free payment options, contravening (if not directly but definitely in spirit) federal government laws in place to stop businesses from profiteering, loading prices up and/or hiding payment fees when the users of those services should be paying for them, not everyone, especially not those who choose to pay via a fee-free service.

Just to clarify for Tier 2 sellers. The current fee for a $42.99 sale is $5.20 all up, not $5.91. So still a 0.05c loss, NOT 0.66c saving. (Tier 2 is 8% + GST for eBay fees). And the fee-free bank deposit will represent a greater loss than listed above. (apologies, I am a bookkeeper, can't help myself with numbers).

Thank you for double-checking. The current fee saving I show is according to the actual fee we paid for the $42.99 sale as shown on the eBay statement line for the current tier we are on. If we're not currently on Tier 2 then the fee is representative of whatever Tier we currently are on, which I thought was Tier 2.
It just goes to show that eBay may be rearranging goods to higher fee Tiers, so they increase their bottom-line. I'm not surprised if they moved Health and Beauty line items to a different Tier, within the new managed payments, with a higher percentage.
Hopefully, what I, you and others have shown, the managed payments change will not provide any savings for our businesses. In addition to that, I hope the detail I have provided will put a spotlight on the large increase in fees, that eBay will pocket, if they do not account properly for fee-free payment options. On the flip-side, sellers who have their own websites will be able to offer the goods at far lower prices and buyers will continue to pick-up on that even more, as eBay engineers their site to be more expensive to use.

Final Value Fees in Health & Beauty have been 9.5% for a basic store for several years, the same as collectables, media and fashion. On the current list they're Tier 3 but on the new list they'll be Tier 4, but it's just the tiers that have been re-named.

I don't know why you've tried to make it so complicated when it's been spelt out that for a lot of categories for a basic store the increase in fees will be .04% + 3c. It's quite simple to work out this formula.
For a Basic store in tier 4 (collectables, health & beauty, etc) the previous fee was 9.5% and under managed payments it'll be 11.9%.
That's 2.4% more than previously. Add GST and the total is 13.09% under the new managed payment system.
Previously, the total fees per order were 9.5% + GST (10.45%) to ebay, and 2.6% to paypal = 13.05%.
Under the new system it'll be 13.09%,which is .04% higher.
On top of that you've got an extra 3c, which is the GST on the 30c fixed order fee for every payment.
So, regardless of whether you sell items for $2 or $200, and regardless of whether you sell $20 a month or $2,000 a month, you'll be paying .04% + 3c more on every order than you do currently.
Other tiers may be different, and also other store subscription levels. It also doesn't apply to overseas sales, which I haven't bothered looking at, but pp always applied a surcharge for overseas payments.
FOR NON-STORES, the new fees may work out higher or lower, depending on the total value of the order.
Previously, ebay got 10.9% and paypal got 2.6%, which equals 13.5%.
Under managed payments, it's 13.4% (.1% less).
There's an extra 3c (the GST on the 30c fixed order fee) for every order, so whether or not you pay more or less overall under the new system will depend on whether the 3c is more than .1% of the total order amount. .1% on a $30 order = 3c, so you'll pay less fees on orders over $30 and 1c to 3c more on orders under $30.

I have a two simple questions.
1) If we sell an item for $100 with freepost, what will the total fee be for the sale; and
2) If we need to buy the item from our supplier, so as to on-send it to the buyer, and it takes 2 days to arrive from our suipplier, from when the buyer placed the original order and paid, how long after the buyer placed the original order and paid will it take for our money be paid into our bank?

i'm no expert by any means on managed payments. i simply posted the link to the URL that ebay initially posted. there was a more detailed URL which contained the fees and tiers, but that seems to have either moved or is no longer available. it may have been posted by someone else in this thread.
to answer your questions - your fees will be determined by what tier your item falls under (ie the category it is listed in).
it says that daily payments will be able to be initiated but it could take 2-6 business days to land in your bank account depending on what payment method the buyer used and their credit card.. as well as your banks handling time of deposits.

There's a lot of threads going. But I just want to put out my 2c in considering there are people from eBay reading reading this.
This primarily benefits eBay, no body else.
The points are:
- eBay will no longer collect fees at the end of month etc, so this will people won't be able to cancel paying for their fees anymore.
- eBay now have the right to withheld your payment for what ever reason, which is a bit concerning when eBay isn't a financial institution at least in Australia.
- Afterpay, Google and Apple Pay and other payment methods can be done through paypal, its no silver lining that eBay has special relationship with paypal. How else could they collect taxes for $1 items from china and not get slugged a 30c transaction fee or 5c if micro seller
- eBay will now require bank statements? Really? also who owns 25% of the business? Again is this amazon its eBay, I believe eBay is a market place not an employer. What if you are an individual
- This will now also delay payments, I UNDERSTAND the notion of scammers getting money instantly but this is bad for sellers who need cash-flow.
- Afterpay in Australia is minimum 50AUD, so why would micro sellers signup to this if all their transactions are less? Also what about PayPal holders who have micro seller? this effects them.
- $22 for a lost dispute? really? why? This doesn't make sense, a buyer could send you back and empty box and you could lose a dispute, why is that your fault. As soon as a buyer files a dispute in the old way regardless of the reason the money is held and that is completely fair.
- I don't see this driving anymore sales, only driving more profits to eBay and afterpay.
- eBay now have more control over your money.
There's only one real benefit I see out of this, eBay will have to registered as a financial institution at least in australia, and then there is actually an ombudsman for that,. and maybe you can appeal ridicules bans and fraudulent charge-backs, Maybe even fraudulent neg. feedback dare I say
I dislike eBay just as much as PayPal, but these changes don't help sellers. Considering the current world situation hopefully this doesn't go ahead. I suggest not signing up for it if you can
