I posted an item for sale, an ebuyer won it and now has not contacted me or paid for the item within the 4 day period. i have opened an unpaid item dispute, but looking back over his feedback i see he has previously done this to more than half a dozen people. they have written, do not deal with, refused to pay etc, but its all under positive feedback? how can i actually report the ebayer as its not fair he is doing this to others and i cant understand how he can continue to do this?

Once the time limit (4 days from when you opened it) for the case has passed and the buyer hasn't paid, close it. You will get your FVF refunded and the buyer will get a strike.
DO NOT leave them feedback. You can only leave positive, and run the risk of getting a policy violation if the buyer reports you. Besides all it does is increase their feedback.
Go to Account>Site Preferences>Buyer Requirements and set your blocks for buyers with 2 or more strikes in whatever period you choose. I use 6 months, but most seem to go with 12 months.

Never make the mistake of leaving a negative comment with a positive point. A buyer can ask for it to be removed and ebay will report a policy violation against your account. Close the UID just over 4 days after it was opened and the buyer will receive a strike. Anyone with 2 or more strikes can be blocked by sellers. If you haven't done so yet add his ID to the blocked bidders list in Site Map. The link is at the end of the page. If those sellers had arranged strikes for the buyer he might not still be a member.
