Really if you cant afford your Ebay fees you shouldnt be using it anyway.
Its the same as paying for fuel to run your car , if you cant afford fuel ,then you dont drive .
Even deferring Ebay fees , doesnt make them go away , just builds more debt for later .
Dont Change your Price , Change your Customer
