There are other sites than eBay.
I think it is actually illegal to sell them in Australia.
Which is a joke. They have to be better for smokers as they don't have all the carcinogens.

they have made e-gigs illegal to sell in WA, but it's only illegal to sell e-liquid with nicotine in it elsewhere here.

E-Cigs and liquid are not tobacco product yet ebay treats it as such.
